On Tuesday, July 28, the Federal Communications Commission added two new categories to its Covered List: advanced robotic devices — mobile robots including humanoids and quadrupeds — and connected power inverters, the boxes that tie solar panels, batteries and data-centre equipment to the grid. Two days later, China's commerce ministry threatened retaliation, called the measure discriminatory, and said it damages bilateral economic and trade stability.
Most of the coverage has framed this as another escalation in the US-China technology conflict, which it is. But the more useful question is narrower and harder: what does the order actually block, and can the United States supply what it just excluded? On the first, the answer is less than the headlines suggest. On the second, it is not close.
What landing on the Covered List actually does
The Covered List is not a tariff and not a sanction. It is an authorization block. Equipment on the list cannot receive FCC equipment authorization, and almost every electronic device sold in the United States needs that clearance before it can be imported, advertised or sold. It is the same instrument the agency used against Huawei network equipment and DJI drones — a quiet administrative lever with the practical force of a market ban.
The limits matter as much as the mechanism. The restriction applies only to new device models seeking authorization. It does not recall robots already purchased and does not affect models already approved. This is an import gate on the next generation of machines, not a clawback of the current one. Its bite compounds over time as newer models are frozen out while approved older ones stay on shelves — the same staged approach the FCC used on drones and consumer routers.
There is also an exit. Manufacturers can apply for Conditional Approval and continue selling if they clear a security review. For robots, the Department of War administers that review; for inverters, the Department of Homeland Security. In principle any manufacturer can use that door, Chinese firms included. In practice it puts the Pentagon in the position of deciding which robots reach American consumers.
The order is wider than the headline suggests
Read the FCC document and one phrase stands out: it restricts foreign-produced robots and inverters regardless of the nationality of origin. The order never names China. The politics are unmistakable; the text is not.
That gap appears deliberate. The framing lets Washington identify China as the threat while the wording presents every manufacturer with the same choice — build domestically, or clear a security review. An administration official told CNBC the goal was to protect the US AI buildout and push firms to reshore. Economic security is national security, the official said.
The scope is broader than humanoids implies. As written, the category sweeps in nearly any new wireless, software-controlled robot over 4.4 pounds capable of sensing its surroundings. That reaches robot lawnmowers, sidewalk delivery bots and Chinese-made robot vacuums, not only the walking machines in the press photographs. Whether the FCC intends to apply it that broadly is a separate question from what the text permits — and it is the detail generating most of the discussion in technical forums.
The security case pairs robots with power inverters for a reason: both are networked, both accept remote firmware updates, and both answer to instructions sent from somewhere else.
The interagency determination convened by the White House found that foreign-produced advanced robotic devices pose unacceptable risks to national security — that connected robots collect data that could be leveraged by malign actors to surveil Americans, that an attacker could remotely commandeer the robots, and that dependence on overseas manufacturing is itself a vulnerability. The parallel inverter finding warns a foreign firm could turn off the inverters or use them to collect and exfiltrate data. FCC Chairman Brendan Carr said the move was intended to secure America's critical supply chains.
These are the government's stated findings rather than publicly demonstrated incidents, and they should be read that way. No specific compromise of a consumer robot has been made public in support of the order. The risk model is plausible on its face — a networked machine with cameras, microphones and legs is a genuinely different threat surface from a networked thermostat. Whether it justifies a category-wide block is the argument the order forecloses rather than settles.
What China can actually do about it
Beijing's response arrived in two stages. On Wednesday, foreign ministry spokesperson Mao Ning said China would take all measures necessary to defend the interests of Chinese businesses, and argued the ban would hurt US companies and consumers. On Thursday the commerce ministry escalated, demanding the US withdraw the decision, accusing Washington of overstretching the concept of national security, and threatening countermeasures if it did not.
The threat carries weight because the leverage is real. Analysts point to two obvious levers: rare earths, where China controls the supply that magnets and actuators depend on, and market access for American firms including Tesla and Nvidia. Both would hurt. The timing sharpens it — Trump is scheduled to host Xi Jinping in September, and on the same Thursday Trump signalled Washington might ease AI export restrictions to keep the US ahead in the technology race. The two moves point in opposite directions, which is itself informative about how settled this policy is.
The cost is not one-sided. UBTech shares fell more than 6% in Hong Kong trading on Thursday morning. Unitree and AGIBOT have both filed to go public. This is bad news for Chinese humanoid producers planning their IPOs in the coming months, Counterpoint analyst Marc Einstein said.
The dependency the ban does not touch
Here is the scale of what was walled off. China holds roughly 85% of the global humanoid robot market, according to the Associated Press. In 2025, Unitree and AGIBOT each shipped more than 5,000 humanoid units. Tesla and Figure AI — the two most-discussed American entrants — each shipped a few hundred, according to CNBC citing research firm Omdia. China also runs more factory robots than the rest of the world combined.

The harder problem is one level down. It has become close to impossible to build a competitive humanoid without Chinese-made parts — sensors, joints, actuators, magnets. An import gate on finished robots does nothing about a components dependency, and the same rare-earth and battery chokeholds that complicated the drone ban apply here with more force. Blocking imports takes an afternoon. Standing up a domestic supply chain for precision actuators and rare-earth magnets takes years and capital that is currently flowing into data centres instead.

That is the honest read. The FCC has bought time and applied pressure, and pressure is not nothing — reshoring decisions do respond to market access. But the order's design tells you how much time it buys. It exempts existing inventory, offers a review path administered by the Pentagon, and leaves untouched the layer of the stack where the actual dependency lives. A listing does not settle it.
The counter-argument deserves stating. Supporters of the order would say the components dependency is precisely the point: a security review regime and a closed consumer market are the only things that make domestic manufacturing investable, and waiting for a supply chain to exist before protecting it gets the sequence backwards. Critics would answer that the US did the same thing with drones and still buys Chinese parts, and that a rule broad enough to catch robot vacuums invites the kind of overreach that erodes support for the narrow national-security case. Both readings will be testable within about eighteen months, which is roughly how long it takes for the first frozen-out model generation to matter commercially.
