arXiv Now Caps Every Submitter at Two Papers a Month. The Cap Targets Moderator Workload, Not Paper Quality.

From 1 October 2026 arXiv limits each submitter to two submissions a month and three active at once. September 2026 brought 40,363 submissions versus 20,569 two years earlier, and almost 9,000 support tickets.
